OPANAL participated in the Exchange with the United Nations High Representative for Disarmament Affairs and other High-Level Officials on the “Current Situation in the Field of Arms Control and Disarmament”, which took place on October 24, at the United Nations headquarters in New York.
The High Level Panel was moderated by the President of the First Committee of the 74th United Nations General Assembly, Ambassador Sacha Llorentty, Bolivia. OPANAL was represented by Ambassador Martín García Moritán, Argentina, who in his capacity as President of the Council gave a speech on behalf of the Secretary General.
During his participation, Ambassador García Moritán highlighted that “… the best way to present the vision of all OPANAL States”, regarding the current situation regarding nuclear disarmament and non-proliferation, “… is through consensual demonstrations… ” that its Member States carry out regularly.
In this sense, he highlighted relevant aspects of the “Declaration of the Member States of OPANAL on the International Day for the Total Elimination of Nuclear Weapons,” on September 26, 2019. Among these:
- The serious concern of OPANAL Member States about the erosion of the treaty-based disarmament structure; and, therefore, its support for all bilateral, regional or multilateral instruments that contribute to achieving nuclear disarmament.
- The responsibility of all States Parties for the full implementation of the NPT and, in particular, the obligation of the nuclear-weapon States to take immediate measures for the full and effective implementation of its article VI in compliance with their obligations.
- The determination of OPANAL Member States to work for the success of the 2020 NPT Review Conference of the Parties and the validity of the commitments made at the 1995 Review and Extension Conference and the 2000 Review Conferences and 2010, taking into account the 50th Anniversary of the entry into force of the Treaty and the 25th anniversary of its indefinite extension.
- The commitment of the OPANAL Member States to continue promoting dialogue and cooperation between Nuclear Weapon Free Zones, including Mongolia, through the holding, in 2020, of the fourth Conference of the Parties and Signatories of the Treaties establishing Free Zones of Nuclear Weapons and Mongolia, and to contribute to its success.
