XXVII Special Session of the General Conference

 17/11/2022. On 17 November 2022, in Mexico City, the XXVII Special Session of the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) was held, with the participation of more than 80 delegates from Member States and States Parties to the Protocols I and II to the Treaty of Tlatelolco; as well as representatives of international organizations (International Atomic Energy Agency, IAEA; Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials, ABACC; Comprehensive Nuclear-Test-Ban Treaty Organization, CTBTO; and International Committee of the Red Cross, ICRC); and civil society organizations (International Campaign to Abolish Nuclear Weapons, ICAN).

During the XXVII Special Session of the General Conference of OPANAL, the States Parties to the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco) adopted fifteen resolutions, among which the following stand out:

  • The request of the States Parties to the Treaty of Tlatelolco to respect the militarily denuclearized nature of Latin America and the Caribbean and that the States Parties to Protocols I and II to the Treaty of Tlatelolco review or withdraw the Interpretative Declarations they have made with respect to such instruments;The approval of the budget and scale of contributions for the financial year 2023;

    The adoption of practical measures to improve the Agency’s working methods with the purpose of positively impacting the substantive work of the Council and the other bodies of OPANAL;

    The undertaking of steps before the host State of the United Nations with the purpose of endorsing OPANAL’s status as an international organization and, therefore, enjoying the corresponding privileges and immunities;

  •  

The Delegation of Brazil made a presentation on the compatibility of naval nuclear propulsion and the Treaty of Tlatelolco, as well as on the status of the discussions that the Government of Brazil and ABACC are holding with the IAEA on the application of safeguards.

For its part, the Delegation of Mexico presented a report to the Member States of OPANAL, in its capacity as President-designate of the Second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (TPNW), on the objectives and possible results expected at the meeting to be held in New York in 2023.

In addition, the General Conference adopted Resolution CG/E/Res.15/2022 “Vote of Thanks” in which it thanked: “the Government of the United Mexican States for its generous support to the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean – OPANAL – for holding the XXVII Special Session of the General Conference, providing the necessary technical requirements for its realization”.

The General Conference is the supreme body of OPANAL and, therefore, is the one that makes the most important decisions for the Agency. It is integrated by all the Contracting Parties to the Treaty of Tlatelolco, that is, all the 33 States of Latin America and the Caribbean, and holds regular sessions every two years, and may also hold special sessions whenever it is so provided for in the Treaty of Tlatelolco, or when circumstances so require in the opinion of the Council.
