OPANAL reaffirmed the commitment of its Member States to nuclear disarmament and non-proliferation at the High-Level Panel of the First Committee of the 74th United Nations General Assembly

24/10/2019. OPANAL participated in the Exchange with the United Nations High Representative for Disarmament Affairs and other High-Level Officials on the “Current situation in the field of arms control and disarmament”, held on 24 October, at the United Nations headquarters in New York.

The High-Level Panel was moderated by the President of the First Committee of the 74 th United Nations General Assembly, Ambassador Sacha Llorentty, Bolivia. OPANAL was represented by Ambassador Martin García Moritán, Argentina, who in his capacity as President of the Council delivered a statement on behalf of the Secretary General.

During his participation, Ambassador García Moritán highlighted that “…the best way to present the vision of OPANAL”, on the current situation in the matter of nuclear disarmament and non-proliferation, “…is through consensual statements…” which its Member States make in a regular way.

In this regard, he highlighted relevant aspects of the “Declaration of the OPANAL Member States on the International Day for the Total Elimination of Nuclear Weapons”, on 26 September 2019, including the following:

  • The serious concern of the OPANAL Member States about the erosion of the treaty-based disarmament architecture; and, therefore, its support to all bilateral, regional or multilateral instruments that contribute to achieving nuclear disarmament.
  • The responsibility of all States Parties with regard to the full implementation of the NPT and, in particular, the obligation of Nuclear-Weapon States to take immediate action for the full and effective implementation of Article VI in compliance with their obligations.
  • The determination of the OPANAL Member States to work for the success of the 2020 Review Conference of the Parties to the NPT and the validity of the commitments made at the 1995 Review and Extension Conference and in the 2000 and 2010 Review Conferences, taking into account the 50 th Anniversary of
    the entry into force of the Treaty and the 25 th anniversary of its indefinite extension.
  • The commitment of the OPANAL Member States to continue promoting dialogue and cooperation between the Nuclear-Weapon-Free Zones, including Mongolia, through conducting, in 2020, the fourth Conference of the Parties and Signatories of the Treaties establishing Nuclear-Weapon-Free Zones and Mongolia, and to contribute to its success.
