The Secretariat of OPANAL deeply regrets the sensitive passing away of Ambassador Gioconda Ubeda Rivera who, among other positions, served as Secretary General of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) from February 1, 2010 to July 31, 2013.
Ambassador Gioconda Ubeda was a great reference in Costa Rican diplomacy and leaves, among others, a great legacy in the fight against nuclear weapons.
