On 26 November 2009 took place the XXI Regular Session of the General Conference
of the Agency for the Prohibition of Nuclear Weapons in Latina America and the Caribbean in Mexico City. The President
of the meeting was the Under Secretary for Latin America and the Caribbean from
the Ministry of Foreign Affairs of Mexico, Mr. Salvador Beltrán del Río, 22 Member States, |
representatives from States Linked to the Treaty of Tlatelolco and Observers
participated in the session in which took place the election for Secretary General of OPANAL. H.E. Madame Gioconda
Úbeda Rivera was elected (Resolution CG/Res.524) to be the head
of the Secretariat General from 2010 to 2013. Deputy Secretary General of OPANAL, Ambassador Perla Carvalho, who
was designated in November 2007 for a period of transition, ended her mandate on 30 November 2009. |

Welcome to OPANAL
This site is dedicated to the disemination of timely and accurate
information surrounding the continuing efforts towards global nuclear disarmament. Since its founding in 1960s
in the the wake of the Cuban Missile Crisis, The Agency for the Prohibition
of Nuclear Weapons in Latin America and the Caribbean, continues to
serve as an example for other regions who continue to struggle with nuclear disarment, with the goal of establishing
Nuclear-Weapons-Free Zones (NWFZs). Further, this site seeks to provide increased access to information on the
Treaty of Tlatelolco, the world's first Nuclear-Weapons-Free Zone. It is our hope that this site will serve to
educate and inform about the international efforts towards the prohibition of nuclear weapons and furthering the
efforts of the non-prolifertion regime, which is the bedrock for the disarmament of nuclear and other weapons of
mass destruction.
